'Based on a true -ish story, embellished with fantastical elements' -- documentary footage edited into a narrative film, with some scenes recreated (or indeed, scripted), amateur actors playing themselves is nearer the mark (and to be fair, it bills itself as a "parable" rather than a documentary, even if some reviewers prefer to see it that way).
