I've been trying to upgrade SQL 2008 R2 to 2012 for a few days now and this is what is happening!:

Step 1: Verify the version I'm currently running.  SQL 2008 R2 Enterprise x64.

Step 2: Make sure I'm trying to upgrade with the correct version.

Step 3: Select Upgrade from the list, the bottom choice.

Step 4: Be confused because it's only seeing data tools!  WTF? Can anyone tell me what's going on?

Your SQL box isn't a Server Core installation is it? Other than that, my bet is some kind of funny around the licensing, but I've got no idea what.

Dunno then. Have you tried turning it off and on again?

I was going to say, does it need to be 2008 R2 to work, but I can see you said it was with your first sentence.  Have you done every MS SQL update for it, SP1 (which I think is the only SQL service pack) and the like?
