Been looking recently at cheap IP Cameras to maybe do some CCTV stuff, or just to have a waterproof camera outside.

Anyone got any suggestions of what I need and what to avoid?

I'm currently looking at the stuff around the £30 mark on ebay/aliexpress. Looks like you can get IR, ethernet, proper 1080p for that.

ONVIF seems to be something they all talk about? Is that an industry standard for access?

No idea what I'd use to record yet, I'll worry about that some other time.
